What counts as illegal dumping
Setting out furniture, appliances, mattresses, or household junk on the curb, parkway, sidewalk, or alley without a scheduled pickup is illegal dumping in LA. That includes leaving it next to a dumpster or on a parkway and hoping it disappears. It applies to renters and owners alike.
What you risk
Illegal dumping is a crime in California under Penal Code 374.3, and cities do enforce it. A first conviction carries a mandatory fine that starts in the hundreds of dollars and can pass a thousand, several thousand for commercial quantities, and the court also orders you to remove the waste or pay the removal cost. Each day the item stays put can count as a separate violation. Beyond the fine, the item is still your responsibility until it is gone, and a dumped couch reliably draws more dumping to the same spot.
Three legal ways to get it gone
- Donate it. If it is clean and usable, a local charity may take it, and some offer pickup.
- Free city pickup. Homes on City of LA trash service can request free bulky-item pickup from LA Sanitation (LASAN) through 311 or online. It is free, but it is scheduled ahead rather than same-day, items go at the curb, and it is limited on what it takes.
